Not simply anyone, which is the point at which most people give up. We arrange this rather than leave you to find out at the counter.
Do I need to own the property?
Not necessarily, and the answer depends on your circumstances and the owner's cooperation. Ask before you assume either way.

It follows the registration and it comes from the same office. We do both in one run where we can.
